Upper Columbia Resource conservation and Development Council

The mission of the Upper Columbia Resource Conservation and Development Council (RC&D) is to lead the planning and implementation of the area’s natural resources in addition to providing opportunities for economic development related to the sustainable use of natural resources.

The purpose and objectives of the organization are:

  • To plan and carry out an overall resource conservation and development plan in order to properly direct the development and utilization of local resources.

  • To cooperate and assist in carrying out local and regional development plans of other

  • organizations, agencies and community groups which enhance the RC&D Council’s Area Plan.

  • To create general awareness in local communities of the urgency and need for development and conservation of the resources of the area.

  • To secure the required technical, financial, educational and other services needed to develop and apply the RC&D Area Plan.

  • Exclusively resource conservation and development within the meaning of IRC 501 (c) of the corresponding provisions of any future United States Internal Revenue Laws.

The geographic area boundaries of the Upper Columbia RC&D include all of Ferry, Pend Oreille, Stevens, Spokane, Lincoln, and Whitman Counties in northeast Washington.
